For example lets say I'm playing as an engineer and I use me hero points on two base game skill lines and specialisations and the rest in to the scrapper elite specialisations all the way to 80, will using the boost unlock the base game skill lines and specialisations that I did not rank up or will the boost just give me the level 80 gear Likewise with food (game calls it "nourishment"). Some of the really low level things only give +5%, but most give +10%. Again, while just levelling you can use whatever the cheapest ones are from the TP. The food you can get changes every five levels or so, so I'd just suggest getting a small number at a time.

The game doesn't begin at 80. In fact going by sheer number of zones, hearts, vistas, events, etc., the 1-80 game is still probably bigger than the 80 content combined. But to answer your question, the trading post or karma merchants in the Orr zones. If you "know the basics", you should know what stats to gear a level 80 character with.
Technically, yoou get some level rewards. If you have L40 scrolls, it is even booster! if you have a level 40 boost it's even better, since you can grab the lvl 40 BL-Key too. :D. im racist, human master race. :D. Use them for new characters and max them the rest to 80 with Tomes of Knowledge. Else there is the weekly story key farm.
It's advisable to have at least one lvl 80 levelled the normal way because it helps learnt the game better. A lot of people boost, go straight to level 80 areas in HoT or PoF and then find themselves unable to do anything having skipped so much of end areas of the core maps (Orr) and Living World Season 2.
The grind is the worst part about MMO's, just boost it. Especially since you get the feel of your core class but once you're 80 you need to collect more masteries to level you elite spec then need to learn to play the elite spec you choose. I'd buy 80 boosters from the store 100% if they were available. 0-80 seems like a waste of time to me.
Mesmer is a chore to level because its so squishy without the defensive mechanics afforded by its Elite Specs, plus you don’t really get the satisfaction of good clone combat because most enemies die before you can summon enough. It’s just not a great feeling. 14. asmallbeaver.
So I make a new character, and I immediately try to use my level 80 boost. Nothing happens. I got a pack of dyes and some 15 slot bags but my character is not level 80 and I didn't get the box of gear I thought I was supposed to get. Apparently I should have been teleported to the Silverwastes as well, but that also didn't happen.
Instead type "Zhed". If you mostly play alone on your reaper I suggest a gear set that brings you to 67% crit chance so that when you enter shroud you have 100%. Here is one example.
